Errant RMG owners going free; Time to place BGMEA under scanner


A BASIC sign of the rule of law underscoring societal and political life is a working of it in natural manner. Given this premise, the owners of Rana Plaza and the garment establishments located in the collapsed building should have been nabbed immediately by the law enforcers and produced before the law. That it has not happened is a sad commentary on the state of affairs. The prime minister having ordered the arrest of those responsible for the tragedy in Savar, we hope to see some effective action in arresting them. 

We expect justice to be done, knowing full well that if the owners of the building and the factories go free this time, the ramifications can only be horrendous. That of course raises the very necessary question of why garment industry owners have, despite the hundreds of deaths of workers in accidents at their factories, remained beyond the pale of the law. In recent years and months, accidents have claimed the lives of workers at such establishments as Tazreen Fashions, Smart Fashions, Spectrum and now at Rana Plaza. Altogether 112 workers perished in the Tazreen fire last November; 65 workers died in the Spectrum tragedy in 2005; and seven lost their lives in the January 2013 Smart Fashions tragedy. Except for the owners of Smart Fashions, which has no BGMEA affiliation, none of the owners of the establishments in question have been punished. The owner of Tazreen was seen moving around freely at the last BGMEA elections. A number of inquiry bodies, each one formed after the occurrence of a tragedy, have submitted reports which have never seen the light of day.

Such a situation needs to be corrected. The first step is to place the BGMEA under a scanner in order to probe its role in ensuring better security for workers. BGMEA leaders, regularly concerned about violence in the garments sector, have not convinced the nation that they have done their job where taking the owners of bad RMG factories to task is concerned. The government must be under no illusion about what it needs to do, which is that all garment industry owners whose indifference and callousness have led to the deaths of workers must be taken to task. It is time to say enough. A failure to act decisively this time will only strengthen what is now a growing culture of impunity.

Finally, one needs to ask the BGMEA leadership: what prevented them from ordering the two-day closure of garment industries, the day on and after the tragedy, rather than yesterday? That way they could demonstrate their sensitivity to the plight of garment workers and express solidarity with them better.

সাভারে মৃতের সংখ্যা ২৮৯, জীবিত উদ্ধার ৪৬






সাভারে ভবনধসের ঘটনায় নিহতের সংখ্যা বাড়ছেই। আজ শুক্রবার বেলা সাড়ে ১১টা পর্যন্ত মৃতের সংখ্যা বেড়ে দাঁড়িয়েছে ২৮৯। এর মধ্যে ২৫৫টি মরদেহ স্বজনদের কাছে হস্তান্তর করা হয়েছে। হস্তান্তরের অপেক্ষায় আছে আরও ৩৪টি মরদেহ। ঢিমেতেতালায় উদ্ধারকাজ চলার অভিযোগ এনে আজ বেলা পৌনে ১১টার দিকে নিখোঁজ ব্যক্তিদের স্বজনেরা ওই এলাকায় বিক্ষোভ করেন। একপর্যায়ে পুলিশ কাঁদানে গ্যাসের শেল ও ফাঁকা গুলি ছুড়ে তাঁদের ছত্রভঙ্গ করে দেয়। গতকাল দিবাগত রাত দেড়টা থেকে আজ বেলা ১১টা পর্যন্ত ধ্বংসস্তূপের ভেতর থেকে ৪৬ জনকে জীবিত উদ্ধার করা হয়েছে।
 
উদ্ধারকর্মীরা বলছেন, এখনো অনেক মানুষ ধ্বংসস্তূপের মধ্যে আটকা পড়ে আছেন। অনেকে বাঁচার জন্য আকুতি জানাচ্ছেন। কিন্তু নয়তলা ভবনটি ধসে একতলার সঙ্গে মিশে যাওয়ায় ভেতরে ঢোকা কঠিন হয়ে পড়েছে। ভেতরে থাকা লাশে পচন ধরেছে। দুর্গন্ধের কারণে উদ্ধারকাজ চালাতে হিমশিম খাচ্ছেন তাঁরা। ভবনটির বিভিন্ন স্থানের ধ্বংসস্তূপে এখনো অনেক মৃতদেহ আটকে থাকতে দেখা গেছে। প্রিয়জনের খোঁজে ধ্বংসস্তূপের আশপাশে স্বজনেরা এখনো অপেক্ষা করছেন। জীবিত না হোক, অন্তত মৃত অবস্থায় যদি সন্ধান মেলে, সেই আশায় তাঁরা ছুটে যাচ্ছেন সাভার অধরচন্দ্র উচ্চবিদ্যালয়ের মাঠে। এই মাঠেই মরদেহগুলো রাখা হচ্ছে। স্বজনদের আর্তনাদ, আহাজারি আর কান্নায় সাভারের বাতাস ভারী হয়ে উঠেছে।  গত বুধবার সকাল পৌনে নয়টার দিকে সাভার বাসস্ট্যান্ড এলাকায় রানা প্লাজা ভবনটি ধসে পড়ে। এর দুই দিন আগে ভবনটির পিলারে ফাটল ধরা পড়েছিল।

16,000 killings in four years - Home boss tells JS


More than 16,000 people were murdered and over 3,000 incidents of abduction and forced disappearance took place in the last four years in the country, the home minister told parliament yesterday.
In response to lawmakers' queries, Muhiuddin Khan Alamgir also said 50,000 incidents of repression on women occurred during the same period with 19,422 of those last year alone.
He said 900 people were punished in the cases filed for repression on women, acid throwing, abduction and rape.
Of the murders, the minister said, 51 were political and 16,285 were apolitical.
The law enforcement agencies have prepared a list of criminals and are keeping constant vigil on their movements to improve law and order, he mentioned.
In response to another query, Muhiuddin said 20 to 25 people were made accused in the first information report in the Biswajit murder case, and 11 were arrested.
There are 68 prisons in the country and they can accommodate 33,570 prisoners but there are now 68,402, he said.

মহাপরিচালকের মহাকাণ্ড

স্বাস্থ্য অধিদপ্তরের মহাপরিচালক খন্দকার মো. সিফায়েত উল্লাহ একটি কর্মপরিকল্পনার প্রধান (লাইন ডিরেক্টর) হিসেবে দৈনিক এক লাখ ১২ হাজার ৮৮৭ টাকা করে সম্মানী নিয়েছেন। এভাবে ১২৪ দিনে সম্মানীর নামে তিনি এক কোটি ৩৯ লাখ ৯৮ হাজার টাকা নিয়েছেন বেআইনিভাবে। এ তথ্য মহাহিসাব নিরীক্ষক ও নিয়ন্ত্রকের (সিএজি) কার্যালয়ের।
সিএজি কার্যালয়ের ফাপাদের (ফরেন এইড প্রজেস্টস অডিট ডাইরেক্টরেট) নিরীক্ষক দল স্বাস্থ্য ও পরিবারকল্যাণ মন্ত্রণালয়ের অসংক্রামক রোগনিয়ন্ত্রণ কার্যপরিকল্পনায় (অপারেশনাল প্ল্যান) ২০১১-১২ অর্থবছরে ১৫ কোটি ৫৬ লাখ ৩০ হাজার ৮০০ টাকার অনিয়ম চিহ্নিত করেছে। এর মধ্যে আছে সরকারি ক্রয়বিধি না মেনে প্রশিক্ষণসামগ্রী কেনা, মাত্রাতিরিক্ত ফটোকপি, বেমানান সম্মানী ও অপরিকল্পিত কাজে অর্থ ব্যয়।
সিফায়েত উল্লাহ ২০১০ সাল থেকে স্বাস্থ্য অধিদপ্তরের মহাপরিচালক। বিএনপি ও তত্ত্বাবধায়ক সরকারের আমলে তিনি অধিদপ্তরের পরিচালক (শিক্ষা ও জনশক্তি উন্নয়ন) ছিলেন। মন্ত্রণালয় ও অধিদপ্তরের একাধিক জ্যেষ্ঠ কর্মকর্তা প্রথম আলোকে বলেছেন, স্বাস্থ্য খাতের কোনো সিদ্ধান্ত নেওয়ার ক্ষেত্রে স্বাস্থ্যমন্ত্রী আ ফ ম রুহুল হক সিফায়েতের মতামতকে মূল্য দেন। তাঁদের অভিযোগ, উপ-প্রকল্প ব্যবস্থাপক এ কে এম জাফরুল্লার যোগসাজশে আর্থিক দুর্নীতি হয়েছে। তবে এর সঙ্গে আরও অনেকেই জড়িত।
নিরীক্ষা প্রতিবেদনের তথ্য জানার পর ট্রান্সপারেন্সি ইন্টারন্যাশনাল, বাংলাদেশের (টিআইবি) নির্বাহী পরিচালক ইফতেখারুজ্জামান প্রথম আলোকে বলেন, দুর্নীতি ধরা পড়বে না অথবা ধরা পড়লেও পার পেয়ে যাবেন এমন বিশ্বাস থেকেই এঁরা দুর্নীতি করে গেছেন। এঁদের সঙ্গে অন্য আরও অনেকের যোগসাজশ আছে। তিনি বলেন, মহাপরিচালকের অধীনে কয়েক হাজার চিকিৎসক, কর্মকর্তা-কর্মচারী কাজ করেন। তাঁর দুর্নীতির প্রভাব পড়ছে কেন্দ্র থেকে মাঠপর্যায়ে। কর্তৃপক্ষের উচিত জরুরিভাবে প্রয়োজনীয় ব্যবস্থা নেওয়া।
মন্ত্রণালয় সূত্রে জানা গেছে, স্বাস্থ্য, জনসংখ্যা ও পুষ্টি খাত উন্নয়ন কর্মসূচি (এইচপিএনএসডিপি) স্বাস্থ্য মন্ত্রণালয়ের সবচেয়ে বড় কর্মসূচি। ৩২টি কর্মপরিকল্পনার মাধ্যমে এ কর্মসূচি বাস্তবায়িত হচ্ছে। অসংক্রামক রোগনিয়ন্ত্রণ কার্যপরিকল্পনায় ২০১১-১২ অর্থবছরে বরাদ্দ ছিল ৮২ কোটি ২০ লাখ টাকা। টাকা ছাড় হতে দেরি হওয়ায় কাজ শুরু হয় ২০১২ সালের জানুয়ারি থেকে। জানুয়ারি থেকে জুন এই মূল বরাদ্দের ৯১ শতাংশ অর্থ খরচ করা হয়।
অনিয়মের ব্যাপারে সিফায়েত উল্লাহর মতামত জানতে ৩ ফেব্রুয়ারি প্রথম আলোর দুই প্রতিবেদক তাঁর কার্যালয়ে যান। অভিযোগ শোনার পর তিনি বলেন, কার্যপরিকল্পনা বাস্তবায়নের বিস্তারিত তিনি জানেন না। কিছু ক্ষেত্রে তাঁর সই নকল করা হয়েছে। তবে এ ব্যাপারে তিনি কোথাও অভিযোগ করেননি।

18 die as picnic bus plunge in Cox’s Bazar

At least 16 people were killed and 18 injured when a picnic bus from Gazipur plunged into Matamuhuri river on Chittagong-Cox’s Bazar highway in Chakoria upazila of Cox’s Bazar early Monday.
